Digital Shaala State Model

state1

How can we scale with systems and build initiatives where we work alongside state governments?

We work alongside state governments to strengthen education systems, build institutional capacity, and create scalable initiatives that can lead to sustainable improvements in teaching and learning.

Digital Shaala is Muskaan Dreams’ flagship program designed to enhance learning outcomes, engagement, and overall classroom experience for students in government schools through blended teaching and learning. Targeting students in grades 6 to 8, the program integrates STEM-focused academic digital learning content and digital literacy, aligning with the National Education Policy (NEP) 2020’s vision for technology-driven learning.

The Digital Shaala- State model is a transformative initiative aimed at bridging the digital divide in education for government school students at scale. The program creates impact by enabling the stakeholders in the system to drive the objectives of the program. The program aims to ensure effective utilization of the existing ICT infrastructure in schools, as provided under Samagra Shiksha Abhiyan, by leveraging the existing capacity building and governance structures of the state.

Using a Training of Trainers (ToT) model, Digital Shaala- State enhances students’ learning and outcomes in Science & Math subjects, in alignment with the National Education Policy (NEP). By equipping classrooms with digital tools and teacher capacity-building initiatives, Digital Shaala fosters an engaging, interactive and technology-enabled learning environment. The program aims to bridge the digital divide by ensuring that teachers are empowered with digital competencies and are able to leverage digital technology for achieving enhanced learning and academic outcomes for students, particularly in science and mathematics, and deliver more engaging and effective instructions.

Program Objectives
Empower Teachers:
Improve teachers’ capacity to integrate digital technology and learning content in pedagogical methods so as to improve the understanding of STEM concepts among students in government schools.
Institutionalisation of tech-integrated learning in the state:
By leveraging the existing capacity building structures and governance structures, the program aims to ensure sustainable adoption of technology in classrooms. Foster a culture of ICT adoption among leadership in the education ecosystem to support and sustain digital learning initiatives.
Improved Capacity of Academic leaders/Teacher educators:
Build the capacity of government education officials to act as master trainers under the Training of Trainers (ToT) model, fostering systemic change in the public-school ecosystem.
4. Leverage Existing Digital Infrastructure:
Maximize the use of available digital/ ICT infrastructure in government schools to create sustainable, technology-driven learning environments.
Build a Collaborative Community:
Encourage a community of practice among teachers to share best practices, resources, and experiences in integrating technology into teaching.
Program Goals
The program’s overarching goal is to help teachers incorporate digital learning content and technology into their teaching-learning process while also improving science and mathematics pedagogy. The program facilitates this by providing access to high-quality video content on the Muskaan Dreams platform as well as comprehensive professional development support that enables them to use simple digital tools in their teaching-learning process.

Why we do it?

Lasting educational transformation requires strong institutions.Rather than working around government systems, we focus on strengthening them from within to ensure that improvements in teaching and learning are sustainable, scalable, and aligned with the government’s priorities.

How do we do it?

We build the capacity of academic and administrative leadership, develop a cadre of skilled trainers through a cascading model, and embed teacher support, monitoring, and feedback within existing state structures. This ensures that ownership remains with the government system.

What is the impact?

By embedding change within state systems, we help create continuous, scalable improvements that go beyond individual projects. One of our biggest achievements has been the integration of ICT adoption data into the M.P. state’s monitoring dashboard – Vidya Samiksha Kendra, enabling data-driven decision-making and real-time tracking of technology use in classrooms.

“By aligning our district leadership with the Muskaan Dreams team, we have moved from simply owning technology to actively using it to transform classroom instruction. This is no longer just a program; it is now part of our district’s academic identity.”
